Information regarding the committees responsible for leading the planning and implementation of development projects at the Grama Panchayat level, along with the planning process, is provided below. As part of Kerala’s People’s Planning Movement, a strong decentralised planning system has been established at the grassroots level.
1. Development Standing Committee
The Development Standing Committee is primarily responsible for planning development projects of the Grama Panchayat.
Responsibilities
- Preparing projects in areas such as agriculture, soil conservation, social forestry, small-scale industries, housing and public works.
- Reviewing and monitoring the progress of development projects.
2. Working Groups / Karmasamithis
Working Groups are constituted for different sectors to prepare the annual development plans of the Grama Panchayat according to clearly defined priorities.
- Separate Working Groups are formed for sectors such as agriculture, production, health and sanitation, poverty alleviation, women and child development, etc.
- Members: Elected representatives, concerned officials such as the Agricultural Officer and Village Extension Officer (VEO), and local experts may be included in these Working Groups.
3. Grama Sabhas and Plan Formulation
The actual planning process begins at the Grama Sabhas.
- Grama Sabhas: Voters of each ward come together to discuss local development needs and submit suggestions and proposals.
- Development Seminar: The suggestions received from the Grama Sabhas are consolidated, and the Working Groups prepare projects based on them. These projects are subsequently discussed at the Panchayat-level Development Seminar, where the annual development plan is finalised.
District Planning Committee (DPC)
The District Planning Committee (DPC) is responsible for the approval and finalisation of plans prepared by the Grama Panchayat.
- The DPC functions in accordance with Article 243ZD of the Constitution of India.
- The District Panchayat President serves as the Chairperson and the District Collector as the Member Secretary. The Committee considers the allocation of funds for Local Self-Government Institutions and approves necessary modifications to development plans.
Note: At the Central Government level, decentralised planning is further promoted through the Grama Panchayat Development Plan (GPDP) and the People’s Planning Campaign. As part of this process, special Grama Sabhas are generally convened during the period from October to December each year, and development plans are uploaded to the e-GramSwaraj portal.
