K-SMART Online Portal:
This is a system that integrates online services across Local Self-Government Institutions. The public can submit complaints and grievances through this online platform.
Public Grievance Cell (LSGD):
Complaints can be submitted through the Public Grievance Cell functioning under the Local Self-Government Department.
The Department has provided dedicated WhatsApp numbers for submitting complaints regarding delays in service delivery, corruption, and issues related to the 'Waste-Free Nava Keralam' (Clean Kerala) initiative. WhatsApp number to report delays in services and information regarding corruption:

Ombudsman for Local Self-Government Institutions
The Ombudsman is the state-level authority for Local Self-Government Institutions (LSGIs) empowered to conduct detailed and general inquiries into corruption, maladministration, and irregularities arising from the discharge of administrative duties by elected members (including Presidents) and officials of LSGIs, as well as by officials deputed to or transferred from these institutions. Tribunal for Local Self-Government Institutions:
The Tribunal for Local Self-Government Institutions is responsible for considering and adjudicating appeals and revision petitions against decisions made by local self-government bodies. The Tribunal is presided over by a legal expert holding the rank of a District Judge. The Tribunal is also empowered to express its opinion on any matter referred to it by the Government regarding the legality and propriety of decisions taken by local bodies. Petitions must be submitted to the Tribunal in 'Form C' within 30 days from the date of the order being challenged. With the Tribunal's permission, a petition or amendment may be submitted with a delay of up to one month. If a representation submitted to a local body remains unresolved for sixty days, a petition may be filed with the Tribunal within ninety days. As there may be parties opposing this petition, a self-attested copy of the petition, relevant supporting documents, and—as far as possible—affidavits should be submitted to the Tribunal either in person or via registered post. A Demand Draft (DD) for ₹50, payable at the Tribunal's Thiruvananthapuram office, must be enclosed with the petition. Additionally, a 'Legal Benefit Fund' stamp worth ₹100 must be affixed to the petition.

Chief Minister's Public Grievance Redressal System:
This is an online system designed to receive general administrative grievances concerning the government. Launched to resolve public grievances efficiently, the website offers features such as submitting complaints, tracking their status, and identifying the officers in charge. It also includes dashboards displaying information on state services, grievance resolution status, and relief fund reports, alongside public testimonials regarding the services provided. The portal aims to make public services more accessible and citizen-centric. Any complaint related to the Local Self-Government Department can be submitted through this platform. The complaint is forwarded to the concerned department for appropriate action.
Grievance Redressal System of the Minister for Local Self-Government and Excise
This is a grievance redressal system that connects offices at various levels within the Local Self-Government and Excise Departments. The online grievance redressal portal can be used to submit complaints related to these departments to the Minister. Complainants will receive SMS notifications regarding every stage of the complaint's processing.
Vigilance Wing
To ensure strict action against unauthorized construction, the public can submit complaints or grievances to the Secretariat regarding illegal or irregular building constructions across the state, as well as any irregularities found in related files.
